While there have been continues updates to FSD for cars with HW4, there has not been any updates for HW3 vehicles in quite a while.
FSD for HW3 was last updated from 12.6.3 to 12.6.4 on 17-Feb-2025.
FSD for HW3 was last updated from 13.2.8 to 13.2.9 on 11-May-2025.
Overall, FSD updates for the general public for both hardware versions have been few and far between in 2025 so far.

@garsh is correct in that Tesla is using nearly all of their computing resources to focus on improving their robotaxi service as quickly as possible now that FSD (supervised) for HW3 and HW4 has become "good enough" for many users for now.
Is support for HW3 dead now, with no updates for the foreseeable future? If so, they better be working on the HW4 that can be retrofitted to HW3 cars. (Will not be holding my breath on that one either).
The chance of HW3 being unable to support unsupervised FSD is increasing exponentially over time and I doubt Tesla has made much progress on a retrofit since
they don't yet know for sure which hardware version will be sufficient for generalized autonomy.
I doubt HW4 will and believe that HW5 will be the minimum required at this point, but there's no point in developing a complete solution for a retrofit when Tesla doesn't know if the retrofit will be sufficient. It would be disastrous to retrofit HW3 to HW4 then find out HW5 or better is required and have to retrofit again.
The reality is I wouldn't expect to hear much more about a retrofit until
unsupervised FSD rolls out everywhere - and I expect that timeline to be closer to years than months.
I'm hopeful and would love to be pleasantly surprised to learn that my HW4 vehicle will be able to drive me around anywhere I want to go without my supervision, but I'm also tempering my expectations with realism.
