I know this is an an old thread, but if the car was not being operated on a public thoroughfare at the time the ticket was written, how is this enforceable?
Under Texas law, it is not.
Nor can the local constabulary write tickets on vehicles on private property except in very unusual circumstances.

They consider it a non rolling offense in California. Just like a parking ticket.

I realize this thread is from 2018. However, if anyone, anyone in California that is, is interested... Stick on (like a decal) license plates are now legal and available in California. Just Google it

In Minnesota the cops don’t seem to care.. if stopped I’m gonna say the car wash knocked it off and I forgot to remount it, my kid has been driving with no front plate for 3 years.

Here in Nor Cal (think Fremont) highway patrol et al don't seem to care as approx 2/3 of the Tesla's around here have no front license plate (being displayed). Mine with the included bracket is in the trunk..... I"ll wait until I get a fix-it ticket and then go this route. Thanks for the link.
